There is a known issue that a recent update to Internet Explorer 11 (security patch KB 3058515) breaks certain features including Google Translate. There is some discussion here:

In short, you need to either uninstall KB 3058515, or make some registry changes to disable the HSTS function in IE11.

In my case I chose to disable HSTS via the registry changes, and it worked fine.

Or don't use Internet Explorer?

It sucks anyway. --> Use FireFox or Google Chrome (translation works perfectly fine with the latter)
