Delay for alarm on start up

Hello,

Sometimes when an alarm is based on telemetry values the Tx and Rx are on before the actual values are read thus creating a false alarm on start up.

It would be great to be able to put a delay on the trigger of alarms on start up.

I know that the sequencer can be used in some instance to introduce that delay but not in all and especially with the new alarm on start up option introduced in one of the last updates.
